EFOW welcomes AGRI committee’s adoption of the Herranz Garcia report and negotiating mandate

Brussels, 5 november 2025

The European Federation of Origin Wines (EFOW), representing wines with Protected Designation of Origin (PDO) and Protected Geographical Indication (PGI), warmly welcomes the European Parliament’s AGRI Committee for adopting the Herranz Garcia report and giving a negotiating mandate to open trilogue discussions with the Council and the Commission.

EFOW congratulates the rapporteur, Mr. Herranz Garcia, and the shadow rapporteurs for their balanced and pragmatic work. The adopted report provides Member States and GI groups with a flexible and voluntary “toolbox” to address the many and diverse challenges currently facing the European wine sector.

At a time when the sector is experiencing a severe economic and structural crisis, the adoption of this report and the launch of interinstitutional negotiations send a positive signal of support to Europe’s wine sector. The measures included, from greater budgetary flexibility and improved vine planting authorisation tools to the recognition of the GI Producer Groups role, stronger promotion measures, and sustainability and crisis management instruments, are essential to help GI wine producers respond to the difficulties they face.

EFOW President, Riccardo Ricci Curbastro, stated: “EFOW warmly thanks the AGRI Committee for moving forward swiftly. The adoption of the report and the negotiating mandate comes at a crucial time for our sector, struggling with an unprecedented crisis. The amendments proposed by the European Parliament offer concrete and flexible solutions to help the sector better manage its’ production potential, strengthen its’ resilience, and ensure the long-term sustainability of our origin wines.”

EFOW urges the European institutions to engage rapidly in the trilogue process so that the proposed tools can be implemented without delay and deliver tangible support to Europe’s GI wine producers.
